On May 12, 2015, Wenzhou Municipal Bureau of Quality and Technical Supervision appointed three metrology experts to form an audit team.  To review and assess the license of YG028 series universal testing machine for manufacturing measuring instruments.

    The audit team conducted interviews, on-site observation, inquiry records and document review, on-site designated tests, etc.  On - site audits were conducted on the company's production facilities, inspection conditions, technical conditions, measurement and quality management system, after-sales service and product quality.

    After examination, the examination team unanimously agreed that YG028 series universal material testing machines manufactured by the company meet the requirements of the  Standards for Examination of Licenses for Manufacturing Measuring Instruments.  And on June 25, 2015, issued a certificate.

    This instrument is suitable for testing the tensile, compressive, bending, shearing, peeling, bursting, tearing, elasticity and other tests of various materials used in wire, fabric, leather, rubber, plastic, metal, paper, aviation, packaging, construction, petrochemical, electrical, geotechnical materials, vehicles and other industries. It is the basic equipment for quality management, feed inspection, physical property test, mechanical research and material development.

    At present, in the textile instrument industry, Wenzhou Fangyuan Instrument Co., Ltd. is the only unit that has obtained the license of universal material testing machine to manufacture measuring instruments.

    According to the Metrology Law of the People's Republic of China and its detailed rules for its implementation and other laws and regulations, units or individuals that manufacture measuring instruments for the purpose of sales and repair measuring instruments for the purpose of business within the territory of the People's Republic of China must meet the corresponding conditions, pass the examination by the quality and technical supervision department, and obtain a license for manufacturing measuring instruments or a license for repairing measuring instruments.  No unit or individual may manufacture or repair measuring instruments without obtaining a license to do so.  Otherwise, it is illegal.

    Relevant experts from the Technical Supervision Bureau also said: If buyers buy products that are not authorized by the measuring instrument license, they may be confiscated or sealed up by the Quality Supervision Bureau at any time;  Moreover, when disputes arise in trade settlement, the arbitration unit will prefer the products of manufacturers with the Manufacturing Measurement Instruments License;  At the same time, the use of products from manufacturers with " Manufacturing Measurement Instruments License" is more conducive to passing laboratory certification.
